Ms. Marwa Mahgoub

With more than 20 years of experience in the investment climate reform space, almost 10 years of which focusing on international development, Marwa Mahgoub currently leads the “Creating Markets Advisory Services at the International Finance Corporation, World Bank Group” in Egypt and Horn of Africa. In her role, she leads a portfolio of investment climate reform programs/projects in the business regulatory reform, licensing, indicator- based reform advisory including gender business regulations, trade facilitation, investment policy and promotion and investment climate interventions. Ms. Mahgoub joined the IFC in 2012 as an Associate Operations Officer in the MENA region, where she led and supported investment climate reform in several countries including Egypt, Lebanon, Palestine, and Yemen among other countries. Through her work, she raised and managed funds for the advisory programs; negotiated business legal and regulatory reforms, and sector regulatory reforms with government clients, as well as provides implementation support in several MENA countries. Before joining the IFC, Ms. Mahgoub worked as an Investment Policy Specialist at the technical office of the Minister- Ministry of Investment – Egypt since 2004- 2011, where she participated in structuring and leading sub-national investment promotion strategy, including: planning, coordinating and holding Investment Conferences on regional/sub-national level, structuring reform plans, and investor grievances’ mechanisms, tracking and following up on reform progress. She also worked on analyzing FDI inflows and outflows. Before this, Ms. Mahgoub worked as an economist at the technical office of the Minister- Ministry of Foreign Trade- Egypt. She participated in the Government coordination committee on FDI promotion, in partnership with Commercial Services in EU and USA. Ms. Mahgoub is a graduate of the Faculty of Economics and Political Science, Cairo University (B Sc of Political Science, Major: Political Science, Minor: Economics, with degree of Honors), then she got her master’s degree in political economy from Cairo University in 2007
